Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, 1984
The Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment establishes a complete prohibition of torture and obliges States to take measures to prevent its practice.
Moreover, the treaty includes the non-refoulement provision thus prohibiting parties from returning, extraditing, or refouling any person to a state “where there are substantial grounds for believing that he would be in danger of being subjected to torture”.
