The Guernica Group

For the Guernica Group, the work developed by the Integral System of Truth, Justice, Reparation and No Repetition (SIVJRNR) of Colombia is essential to carry out and consolidate the Peace Accord. Victims are the central pillar and the guarantee for the need to define the truth and ensure accountability for key episodes of violence committed during the armed conflict, as the basis of long-lasting reconciliation. The Special Jurisdiction for Peace (JEP) has the potential to develop new legal precedents that could reshape the work of international criminal lawyers and generate a valuable legacy for the whole Latin American region.

Accordingly, The Guernica Group will provide weekly media updates from the Special Jurisdiction for Peace in order to expand the JEP’s outreach and generate debate around the cases, the judicial proceedings and the procedures of the different Chambers. The summary of the news will be published in both English and Spanish and will include links to the relevant articles.

· The Corporation “ Vivamos Humanos” submits a report to the Special Jurisdiction for Peace on kidnappings allegedly committed by the FARC-EP:

On 14 November, the Corporation “Vivamos Humanos” submitted a report to the Special Jurisdiction for Peace, within the framework of Case No.001, on 20 individual cases of kidnappings, allegedly committed by the FARC-EP guerrilla. This is the seventh report that the Chamber of Recognition has received on behalf of civil society within the framework of the referred case. Significantly, for the time being, 1,276 victims have been accredited in Case No.001, a proceeding that continues to be open and receiving applications.

· The Special Jurisdiction for Peace organises two seminars on transitional justice:

The Special Jurisdiction for Peace, in collaboration with the National University of Colombia and its Institute of Political Studies and International Relations (IEPRI), has continued to organise seminars throughout the country, with the objective of promoting a debate on transitional justice, its reach and its importance for the consolidation of peace in Colombia.

The first session of these academic seminars took place in Bogotá, at the University of La Sabana. Last Thursday, 14 November, the second seminar was organised at the National University of Colombia (in Manizales), whilst the third seminar took place the next day at the University of Ibagué. The next sessions will be organised in Valledupar, Tumaco, Medellín and Popayán.

· The Special Jurisdiction for Peace organises a workshop on reconciliation and resilience with victims of the armed conflict:

Last Thursday, 14 November, the Executive Secretary of the Special Jurisdiction for Peace organised in Medellín a workshop on reconciliation and resilience with more than 50 victims of the armed conflict.

· Human Rights Everywhere submits a report to the Special Jurisdiction for Peace:

On 14 November, the organisation Human Rights for Everyone (HRE) submitted a report to the Special Jurisdiction for Peace entitled “Let’s get justice of enforced disappearances”, a mapping of more than 80,000 cases of disappearance. Significantly, the association Human Rights for Everyone and the National Movement of Victims of Crimes of the State (MOVICE) have requested the Special Jurisdiction for Peace to open a case specifically dedicated to investigating enforced disappearances within the framework of the armed conflict.

· The Criminal Court of the Circuito Especializado of Manizales agrees to refer the file of the Massacre of Riosucio to the Special Jurisdiction for Peace:

According to media outlets, the Criminal Court of the Circuito Especializado of Manizales, has agreed to forward the file of the Massacre of Riosucio, that occurred on 6 October 2008 - to the Special Jurisdiction for Peace. This attack, carried out by the FARC-EP, resulted in the death of three indigenous people from the Nuestra Señora de la Montaña.

· The Community Council of the county of Cañaverales submits a report to the Special Jurisdiction for Peace:

On 14 November, the Community Council of the county of Cañaverales submitted a report to the Magistrate Nadiezdha Henríquez of the Chamber of Recognition of Truth, Responsibility, and Determination of Facts and Conduct of the Special Jurisdiction for Peace. This report details the violent facts to which the community of Cañaverales in San Juán del Cesar (La Guajira) were subjected between the years 1997 and 2004.

· The Special Jurisdiction for Peace and the Commission of Truth train members of the Security Public Forces:

On 13 November, representatives of the Special Jurisdiction for Peace and the Commission of Truth provided training in the Cantón Bolívar of Tunja (Boyacá), to members of the Security Public Forces participating before the Integral System of truth, Justice, Reparation and No Repetition (Sistema Integral de Verdad, Justicia, Reparación y No Repetición, SIVJRNR). The training focused on the regime of conditionality that applies to those who are subjected to the JEP’s jurisdiction.

· The Special Jurisdiction for Peace starts the process of deciding whether to admit the application of former Mayor of Cúcuta, Ramiro Suárez:

According to the media platform “BluRadio”, the Special Jurisdiction for Peace has started the process of deciding whether to admit the request of submission to its jurisdiction of the former mayor of Cúcuta, Ramiro Súarez Corzo, regarding the murder of the legal advisor of said town, Alfredo Enrique Flórez.

ACTUALIZACIÓN SEMANAL - JURISDICCIÓN ESPECIAL PARA LA PAZ (JEP)

§ La Corporación Vivamos Humanos entrega un informe a la Jurisdicción Especial para la Paz sobre secuestros presuntamente cometidos por las FARC-EP:

El pasado 14 de noviembre, la Corporación Vivamos Humanos entró un informe a la Jurisdicción Especial para la Paz, en el marco del Caso No. 001, sobre 20 casos individuales de secuestros, presuntamente cometidos por la guerrilla de las FARC-EP. Este es el séptimo informe que recibe la Sala de Reconocimiento por parte de la sociedad civil en el marco del referido Caso. Significativamente, hasta el momento, se han acreditado 1.276 víctimas en el Caso No. 001, proceso que continúa abierto y recibiendo solicitudes.

§ La Jurisdicción Especial para la Paz organiza dos seminarios sobre justicia transicional:

La Jurisdicción Especial para la Paz (JEP), en colaboración con la Universidad Nacional de Colombia y su Instituto de Estudios Políticos y Relaciones Internacionales (IEPRI), ha continuado organizando seminarios por el país, con el objetivo de promover un debate sobre la justicia transicional, su alcance y su importancia para la consolidación de la paz en Colombia.

La primera sesión de estas jornadas académicas tuvo lugar en Bogotá, en la Universidad de la Sabana. El pasado jueves 14 de noviembre, la segunda jornada se organizó en la Universidad Nacional de Colombia (en Manizales), mientras que la tercera jornada fue al día siguiente en la Universidad de Ibagué. Las próximas sesiones se organizarán en Valledupar, Tumaco, Medellín y Popayán.

El pasado jueves 14 de noviembre, la Secretaría Ejecutiva de la Jurisdicción Especial para la Paz organizó en Medellín un taller sobre reconciliación y resiliencia con más de 50 víctimas del conflicto armado.

§ Human Rights Everywhere entrega un informe a la Jurisdicción Especial para la Paz:

El 14 de noviembre, la organización Human Rights Everywhere (HRE) entregó un informe a la Jurisdicción Especial para la Paz titulado "Hagamos justicia ante la desaparición forzada", una cartografía con más de 80.000 casos de desaparición. Significativamente, la asociación Human Rights Everywhere (HREV) y el Movimiento Nacional de Víctimas de Crímenes de Estado (MOVICE) han solicitado en el acto ante la Jurisdicción Especial para la Paz (JEP) la apertura de un caso dedicado a investigar la desaparición forzada en el marco del conflicto armado.

§ El Juzgado Penal del Circuito Especializado de Manizales accede a remitir el expediente de La Masacre de Riosucio a la Jurisdicción Especial para la Paz:

Según medios informativos, el Juzgado Penal del Circuito Especializado de Manizales ha accedido a remitir el expediente de La Masacre de Riosucio – ocurrida el 6 de octubre de 2008 - a la Jurisdicción Especial para la Paz. Este atentado, de autoría de las FARC-EP, resultó en la muerte de tres indígenas del resguardo Nuestra Señora de la Montaña.

§ El Consejo Comunitario del corregimiento de Cañaverales entrega su informe a la Jurisdicción Especial para la Paz:

El 14 de noviembre el Consejo Comunitario del corregimiento de Cañaverales entregó su informe a la magistrada Nadiezdha Henríquez de la Sala de Reconocimiento de Verdad, Responsabilidad y Determinación de los Hechos y Conductas de la Jurisdicción Especial para la Paz. Este informe detalla los hechos violentos a los que la comunidad de Cañaverales en San Juán del Cesar (La Guajira) fue sometida entre los años 1997 y 2004.

§ La Jurisdicción Especial para la Paz y la Comisión de la Verdad capacitan a miembros de la Fuerza Pública:

El pasado 13 de noviembre, representantes de la Jurisdicción Especial para la Paz y la Comisión de la Verdad capacitaron en el Cantón Bolívar BR 1 de Tunja (Boyacá) a miembros de la Fuerza Pública que participan ante el Sistema Integral de Verdad, Justicia, Reparación y No Repetición (SIVJRNR). En concreto, la capacitación se centró en el régimen de condicionalidad que se les aplica al someterse a la JEP.

Según el medio informativo “BluRadio”, la Jurisdicción Especial para la Paz ha comenzado el proceso para definir si admite la solicitud de sometimiento a dicha jurisdicción del exalcalde de Cúcuta, Ramiro Suárez Corzo, por el homicidio del asesor jurídico de dicha ciudad, Alfredo Enrique Flórez.
